Banyan Global is recruiting a Chief of Party (COP) to lead the anticipated USAID/Guatemala Business Enabling Environment Project structured around four key components: 1. Regulatory Environment Improvement: Enhance Guatemala's regulatory framework to encourage investment, streamline foreign direct investment (FDI) procedures, and improve the business environment for micro, small and medium-sized (MSMEs) through policy reforms and capacity building. 2. Leveraging Foreign Direct Investment: Promote Guatemala as an investment destination, providing transaction advisory services to attract FDI and create employment opportunities in high-potential sectors and value chains. 3. Secondary City Technical Assistance: Support urban planning and design in intermediary cities to catalyze growth, promote efficient land use, and accommodate population growth sustainably. 4. Increased Private Sector Access to Capital: Improve access to finance for MSMEs by identifying high-potential firms ('gazelles') and assisting them in securing necessary capital for productive investments. The COP will be responsible for overseeing the entire Contract, ensuring complete deliverables, meet performance objectives, stay within budget, serve as the primary point of contact with USAID, and remains aligned with the Activity’s objectives. The position is full-time, based in Guatemala City, and contingent on funding. International and Guatemalan applicants are encouraged to apply.

Responsibilities

• Lead all project planning and implementation, ensuring that activity tasks are completed and objectives successfully met.
• Serve as the primary point of contact with and represent the project to USAID, implementing partners, host country officials, and other relevant stakeholders.
• Provide leadership in and oversight to improve the business regulatory environment, leverage FDI, strengthen intermediate cities, and increase private sector access to capital.
• Lead the project’s local partnership strategy, its implementation, and achieving local capacity strengthening targets.
• Proactively identify resources required by the project, including consultants and subcontractors, and oversee the development of scopes of work (SOWs) for the same.
• Ensure the quality and timeliness of all contract deliverables and work products.
• Directly or indirectly supervise all project staff and consultants.
• Advise and inform partners, USAID teams, and other contractors on policies and services offered by the project.
• Supervise the development, implementation, and reporting of support activities tasks in accordance with the workplan.
• Ensure compliance with contract provisions, including annual work plans and other reports.
• Ensure adherence to all relevant USG, Banyan Global, and host country rules, regulations, and laws, including those related to procurement and labor and employment.
• Other related duties as assigned.

Qualifications

• At least 10 years of professional experience managing complex international development programming, preferably with a dedicated focus on private sector engagement, access to finance, investment promotion, urban planning and secondary city growth strategies, and policy reform.
• Previous COP experience or equivalent (e.g., Team Leader, Country Director) on a USAID-funded award preferred.
• Demonstrated familiarity with USAID’s Private Sector Engagement Strategy, USAID’s Local Capacity Strengthening Policy, fintech solutions to facilitate MSME access to finance, best practices in FDI attraction, and secondary cities and urban strengthening models.
• Five years of experience successfully managing a diverse team delivering business enabling environment activities.
• Excellent interpersonal skills and track record of successfully managing relationships with diverse development stakeholders in Guatemala.
• Professional fluency in English and Spanish.
• Master’s degree or higher in business administration, international development or related fields.
