Overview

Banyan Global is implementing the U.S. Agency for International Development Partnerships for Productivity (USAID PADU) Activity in Indonesia. The five-year Activity, initiated in FY23, aims to enhance private sector investment in technical and vocational education and training (TVET) institutions through partnerships with private sector firms and government-run vocational training centers called Balai Latihan Kerja (BLKs). The key objectives of the Activity are: 

  1. Increase and strengthen partnerships between private sector and BLKs to implement market-driven and inclusive vocational training programs and 
  2. Improve BLK strategic partnership institutional capacity to implement market-driven and inclusive vocational training programs. 

Banyan Global is seeking a MEL Manager to support the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets/projections, indicators, outcomes, and impacts. valid, and verifiable data collection, reporting and analysis, and communicating program results. This is a full-time position based in Jakarta. 

Responsibilities

  • Lead implementation of the USAID PADU’s Activity Monitoring, Evaluation, and Learning Plan (AMELP) and any respective updates based on program adaptations. 
  • Develop or revise methodologies for data collection, verification, and analysis. 
  • Establish remaining baseline values for project indicators based on baseline data collection and programmatic learning. 
  • Ensure gender equality and social inclusion (GESI) is integrated into the AMELP and performance result reports in collaboration with USAID PADU’s GESI consultant. 
  • Provide partners with MEL technical advisory support, including capacity to track performance against indicators. 
  • Oversee management of USAID PADU’s MEL database and conduct regular internal data quality analyses. 
  • Facilitate Collaborating, Adapting, and Learning (CLA) activities, including pause and reflect sessions, with USAID PADU staff, partners, and counterparts. 
  • Liaise with USAID on all MEL issues and responsible for MEL reporting requirements. 
  • Other related duties are assigned. 

Qualifications

  • Bachelor’s degree required, with preference for development studies, economics, statistics, or other related field required. 
  • Demonstrated experience of MEL knowledge and implementation with at least 7 years of progressive MEL experience informing adaptive management decisions, including developing monitoring systems, approaches, and tools to track project performance. Workforce development or private sector engagement sectoral experience preferred. 
  • Demonstrated experience effectively working with professionals and collaborating with government officials at national and subnational levels.  
  • Experience working with USAID or other donor-funded programming preferred.  
  • Excellent analytical and problem-solving skills with a strong eye for detail to measure the outcomes of the project’s activities. Experience working with statistical software is preferred. 
  • Experience working in a research or information-generating context and designing data collection tools. 
  • Strong interpersonal skills and demonstrated ability to work with a team. 
  • Ability to work under pressure and manage competing priorities and deadlines. 
  • Excellent oral and written communication skills in English and Bahasa Indonesia. 
  • Willing to travel periodically within Indonesia.
