The L2P Activity strengthens USAID/Malawi ‘s capacity to make data-driven decisions and strategically steer its integrated Country Development Cooperation Strategy.

Banyan Global is recruiting a Team Leader for the USAID/Malawi Democracy Rights and Governance (DRG) office Political Economy Analysis (PEA). The PEA Team Leader will lead the scoping and implementation of the PEA study for the USAID/Malawi/DRG Office. The ideal candidate will have previously conducted PEA studies and be able to start working remotely and immediately. The anticipated level of Effort (LOE) for the study is 55 days over about 16 weeks. The position is open to Malawian Nationals only.

• Review and finalize the scope of work (SOW) for the Political Economy Analysis in consultation with L2P and USAID/Malawi-DRG Office L2P technical team. L2P staff will participate in the meetings and coordinate logistics, but the consultant will set the meeting agenda and document discussions and outputs.
• Draft the PEA inception report in line with the PEA SOW for USAID/Malawi review and approval.
• Supervise and work with a team of two local experts (Economic Governance expert and evaluation methods expert)
• Conduct the PEA per the agreed upon design, which should include a literature review, USAID consultations, field research, data analysis and synthesis, and PEA workshop. Periodic consultations with the Mission staff will be necessary during data collection. Travel within Malawi will be required for this task.
• Present preliminary findings to USAID/Malawi.
• Document PEA findings in a final report and other agreed upon communications materials (e.g., PowerPoint presentations, one-pagers, etc.).
• Work with L2P technical staff to produce synthesis product as requested by the Mission.
• Provide weekly updates on progress updates and participate in weekly check-in meetings with L2P.

Deliverables

• Final SOW for the PEA: The SOW will include, at a minimum, the purpose of the PEA, the questions the PEA will address, an overview of the methodology, and timeline.
• Inception report: The inception report will detail the PEA design and will include, at a minimum, specific data sources, data collection and analysis methods, a plan for validating and disseminating findings, and a timeline for completing the PEA.
• Preliminary findings presentation: This presentation will provide a preliminary synthesis of data to respond to the research questions and allow for feedback from USAID/Malawi to be incorporated into the PEA report.
• Draft PEA report: The consultant must submit a draft report of approximately twenty (20) pages with findings and recommendations and revise as necessary per L2P and USAID/Malawi feedback.
• Final PEA report: The consultant must submit the final report of approximately twenty (20) pages addressing USAID and L2P feedback on the draft report.
• Other communications products: The consultant must develop presentations, one-pager synthesis products, or other communications products to share findings from the PEA, which will be agreed upon in advance.

• Master's degree in a relevant field.
• Previous experience conducting PEAs for USAID.
• At least 5 years' experience leading and managing research, evaluation, or assessment teams focused on PEA.
• Good research methods and report writing skills.
• At least 8 years professional experience in Malawi on political science, rights, and governance.
• Deep knowledge of the Malawi political and economic context.
• In-depth understanding and prior experience with applying USAID’s PEA framework and program Cycle, including MEL-related requirements and guidance in evaluations, studies and assessments.
