Project Objective

Banyan Global is the prime recipient of the USAID Learns II Activity. The Activity supports USAID/Vietnam staff and partners to become more efficient, effective, and transparent in achieving program results through the use of evidence, performance management techniques, and collaborating, learning, and adapting (CLA) practices. The Activity will prioritize (1) the core tasks of the Program Cycle, i.e. design, performance tracking, evaluation, and research; and (2) capacity strengthening for USAID/Vietnam staff and partners. All of the work to be performed under the contract must be in full compliance with USAID policies and ADS requirements, including but not limited to ADS Series 200 - 205.

 

Position Description

Banyan Global seeks to hire a full-time Monitoring Service Lead who will provide leadership, mentoring, and technical guidance to the Learns II Monitoring team. This position will be based in Hanoi, Vietnam. The Monitoring Service Lead will serve as a core team member and report to the Learns II Deputy Chief of Party (DCOP).

 

This position is an exciting opportunity to help USAID and implementing partners use performance monitoring information to manage adaptively and improve programming. We are looking for someone who has the passion and skills to make this vision a reality. We are most interested in a candidate with strong leadership and team management skills and someone who has made data use and adaptive management a reality in their previous development roles.

Responsibilities

Ensure the delivery of high-quality technical assistance
▪ Ensure that the team offers USAID and IP staff technical assistance that is of quality, coherent, useful, and timely.
▪ Ensure effective task management in line with Banyan’s quality standards; assume responsibility for overall quality control of tasks conducted by monitoring team members.
▪ Regularly meet with the DCOP and the USAID/Vietnam MEL Specialist to keep them current on task developments, technical advances, challenges, new opportunities, strategic developments, and other management-level updates.
▪ Ensure capacity strengthening activities related to performance tracking are delivered with high quality and in a coordinated manner.
▪ Build and maintain effective relationships with USAID and implementing partner staff, and other counterparts.

 

Provide mentorship and team management
▪ Supervise, mentor, and coach staff to stay motivated and support them in producing high-quality work.
▪ Create a psychologically safe team environment in which all staff can contribute, learn, manage conflict productively, give and receive feedback, and achieve results.
▪ Model CLA approaches and values in all areas of work to serve as a role model to staff, partners, and USAID.
▪ Actively contribute to the team’s culture of learning, adaptation, and commitment by promoting ownership, sustainable utilization, and behavioral change throughout, while remaining compliant and service-oriented.

 

Other tasks
▪ Implement knowledge management protocols and processes.
▪ Other duties as assigned.

Qualifications

Overall
▪ Master’s Degree in a social science, development studies or related field (highly desirable)
▪ At least 8 years of experience in performance tracking and learning and 10 years of experience in international development with increasing levels of responsibility over time, required.
▪ Experience as a Monitoring Evaluation and Learning manager or similar roles in USAID Activity, desirable.
▪ Understanding of USAID Operational Policy for Program Cycle (ADS Chapter 201), required.
▪ Have a growth mindset, openness to new ideas and perspectives, and commitment to personal growth and improvement, desirable.
▪ Able to work well with and be inclusive of colleagues and stakeholders from varied backgrounds.
▪ Excellent oral and written communication skills, required.
▪ Fluency in written and spoken English, required.
▪ The candidate must be fluent in Vietnamese and reside in the Hanoi area, required.

▪ Excellent leadership skills, such as listening and asking effective questions.
▪ Excellent self-leadership skills, including a high level of self-awareness, emotional regulation, and dedication to personal improvement.
▪ Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with relevant stakeholders.
▪ Excellent facilitation skills

 

Technical expertise in performance tracking and learning
▪ Demonstrated ability to design and implement monitoring systems that result in data use and adaptive management
▪ Technical knowledge and experience in the design and implementation of Monitoring, Evaluation and Learning Plans (AMELPs) and internal Data Quality Assessments.
▪ Experience designing and providing training and mentoring especially in the area of monitoring systems design and setup.
▪ Experience in utilization-focused and human-centered design best practices for data. This includes but is not limited to data visualization, participatory methods, and mixed methods.
▪ Experienced in culturally appropriate data collection approaches that value local sources of knowledge.
▪ Demonstrated experience in collaborating, learning, and adapting (CLA).
▪ Outstanding analytical skills, including the ability to process, analyze, and present data/evidence.
▪ Proficiency in data management, analytic software (e.g. MS Excel, MS Power BI, Tableau, G Suite, SPSS, or Stata), data analysis and data use, preferred.
