Banyan Global is recruiting a Finance and Administration (F&A) Director for the anticipated 3-year USAID/Tanzania’s Competitive and Open Procurement Activity to strengthen Tanzania's public procurement system, fostering greater transparency, efficiency, and competition. By enhancing governance in public systems, the project will promote fair and effective procurement practices, optimize resource allocation, and contribute to sustainable economic growth in Tanzania. The F&A Director will work closely with the Chief of Party to oversee contract operations, including financial management, human resources, procurement, and logistics. The position is full-time, based in Dodoma, and contingent on funding. Tanzanian applicants are strongly encouraged to apply.

Responsibilities

• Support the Activity’s Chief of Party to maintain strong financial and administrative controls and procedures.
• Oversee the Activity’s F&A activities including the development of internal financial control measures for the award.
• Develop a USAID compliant Financial Management and Reporting system based on Banyan Global standard operating procedures.
• Ensure the accurate preparation and submission of monthly invoices and other financial reports as required and oversee USAID-required audits.
• Produce accurate financial and budget reports, monitor project budgets and transactions to ensure compliance with USAID regulations.
• Support recruitment of local staff and consultants and work with Banyan Global HQ and local labor lawyers to ensure human resource (HR)processes and protocols comply with Banyan Global HR policies and local employment law.
• Ensure compliance with contract provisions and adherence to all relevant USG, Banyan Global, and host country rules, regulations, and laws, including those related to procurement and labor and employment.
• Lead the development of an employee handbook for the contract.
• Train project staff on relevant policies and procedures.
• Other related duties as assigned.

Qualifications

Minimum requirements
• Candidates must have a minimum of a Bachelor’s Degree and eight years of experience working and leading finance and administrative activities for USAID or other donor-funded projects in Tanzania.
• Demonstrated experience supervising international development project operations, including accounting/finance, human resources, procurement, and subcontract and consultant management.
• Demonstrated ability for developing and managing large budgets, and in-depth knowledge of USG Cost Accounting Standards.
• Demonstrated supervisory skills and ability to work well on a team.
• Tanzanian nationality.
