Banyan Global is seeking bi-lingual Evaluation Analysts familiar with export promotion and/or foreign assistance programs to assess and report on the outcomes of USTDA-funded activities and projects. The Evaluation Analyst should be a U.S. citizen, with experience conducting evaluations for federal agencies (USTDA evaluation experience highly preferred).  

We are seeking full-time as well as part-time consultant candidates for these positions.  

Responsibilities

  • Conduct and lead extensive data collection and monitoring and evaluation of projects focused on large-scale infrastructure development; development assistance or foreign assistance; export promotion; and/or promoting private sector involvement in infrastructure project development. 
  • Assess development and commercial outcomes of USTDA-funded projects. 
  • Apply rigorous evaluation methodologies to analyze project effectiveness. 
  • Conduct interviews, literature reviews, and field research to collect qualitative and quantitative data. 
  • Lead the analysis of qualitative and quantitative data. 
  • Draft comprehensive evaluation reports, including outcome summaries and strategic recommendations. 
  • Develop case studies and visual reporting outputs for stakeholders. 
  • Support performance monitoring processes and contribute to strategic planning. 
  • Collaborate with internal and external partners to align evaluation objectives and data requirements. 

Qualifications

  • Must be a U.S. citizen and/or authorized to work, or admitted for permanent residence in the United States. 
  • Prior experience with USTDA evaluations is strongly preferred. 
  • Bachelor’s degree AND three years of program evaluation work experience OR Master's degree and two years of program evaluation work experience. Program evaluation work experience includes rigorous and objective analysis of program goals and outcomes to provide realistic assessments of results; evidence-based inquiry and investigation to support effective programming and strategic decisions; as well as growth-oriented, utility-based, and transparent evaluation that supports adaptation, continuous learning, and improvement. 
  • Demonstrated experience in preparing formal reports in English as part of evaluation, research, or technical work experience.  
  • Expertise coordinating or implementing evaluations of program activities, events, trainings, technical assistance, and/or pilots in any of the following regions: Indo-Pacific; Latin America and the Caribbean; Middle East, North Africa, Europe and Eurasia; and/or Sub-Saharan Africa across any or several of the following sectors: transportation, energy, telecommunications, water, and natural resources sectors, services, manufacturing, agribusiness and health sectors. 
  • Experience conducting extensive outreach and culturally sensitive surveying of project stakeholders in developing contexts, to verify and corroborate both old and new information through existing and new sources. Primary data collection skills required 
  • Experience analyzing qualitative and quantitative data, including supporting the development of code books and coding qualitative data either manually or using computer-assisted qualitative data analysis software (e.g., NVivo, Atlas.ti) 
  • Demonstrated track record of ethical conduct during evaluations, adhering to applicable confidentiality, privacy, safety, rights, and dignity considerations, while minimizing the burden to participants and the cost to taxpayers 
  • English skills required. At least one of the following languages required, multiple preferred: Spanish, Portuguese, French, Arabic, Hindi, and/or Mandarin.
