Title: Finance and Administration Manager 

Location: Betio, South Tarawa, Kiribati 

Position: Full-time, 1 October – 31 December 2026, with option to renew

PERforM supports technical and vocational education and training and workforce development in Kiribati, implemented in partnership with the Kiribati Institute of Technology (KIT) and the Ministry of Employment and Human Resources (MEHR). PERforM provides personnel and operational support to KIT and coordinates and supports the Australian High Commission's implementation of the Australia Awards selection process in Kiribati. 

 

The Finance and Administration Manager will manage the finance, human resources, and administration functions of PERforM, ensuring all functions are delivered efficiently and effectively and within approved budget. 

Responsibilities

Responsibilities 

Manage PERforM’s administration and finance functions in Kiribati, including but not limited to: 

  • Ensuring PERforM finance operations are delivered accurately and on time and logistics needs are met with a focus on client service. 
  • Developing or contributing to and regularly updating operating procedures for all PERforM admin and finance functions. 

Ensure financial integrity and compliance, including but not limited to ensuring:  

  • Financial delegations, approval hierarchies, and segregation of duties are documented and consistently followed. 
  • Financial records and transactions are kept up to date and appropriately stored in PERforM’s knowledge management platform and are audit-ready at all times. 
  • Financial management practices comply with donor (DFAT) requirements and support the project's risk and compliance obligations. 

Oversee human resources functions, including but not limited to:  

  • Supervising the HR Officer to ensure recruitment, onboarding, and personnel records are managed effectively, that PERforM staff complete and are current on all required trainings, and that leave, contracts, and employment conditions are administered in compliance with Kiribati labour law and project HR policy. 
  • Ensuring payroll inputs are accurate and submitted on time. 

Supervise PERforM logistics, including but not limited to: 

  • Overseeing end-to-end procurement processes to ensure effective and efficient procurement compliant with Commonwealth Procurement Guidelines  
  • Supervise the Assets and Store Officer to ensure all overseas shipment documentation is prepared in advance, shipments are cleared and able to be delivered without unnecessary additional cost, and received items are allocated in accordance with approved procurement requests. 
  • Manage logistics around international adviser support, including ensuring logistics are arranged in advance of adviser arrival and monitoring needs arising. 
  • Ensure the vehicle fleet is managed effectively to ensure all vehicles remain in operational condition, registered and insured. 

Manage the performance of the PERforM administration team, including but not limited to:  

  • Coordinating the work of the PERforM Admin Team ensuring equitable allocation of work and a team approach to delivery of tasks. 
  • Ensuring all members of the PERforM Admin Team have a current annual performance plan and completing performance appraisals for each admin team member twice per year. 
  • Promoting a positive program and culture through a collaborative and team-based approach. 
  • Implementing ongoing professional development for PERforM Admin Team 

 

Reporting/Working Relationships 

The Finance and Admin Manager will report to the Team Leader and will supervise the Finance Officer, HR, Officer, and Asset and Stores Officer

Qualifications

Minimum Requirements/Key Selection Criteria 

Essential 

  • Tertiary qualification (degree or professional certification) in accounting, finance or a closely related field. 
  • Minimum of five years’ experience managing a team to achieve successful service delivery, including staff supervision, performance management, and workload allocation. 

Key Skills/Experience required 

  • Minimum of five years’ experience in managing a range of finance and administration functions in a diverse workplace, with demonstrated depth in financial management and accounting practice. 
  • Experience managing the operational, administrative, and financial functions of a donor-funded project, including the associated risk and compliance requirements. 
  • Demonstrated understanding of internal financial controls, including segregation of duties, delegated approval authorities, and expense authorisation processes. 
  • Proficiency with accounting software packages (QuickBooks preferred, or equivalent) for maintaining financial records and reporting. 
  • Experience overseeing human resources functions, including recruitment, contracts, and personnel compliance, in a diverse and/or donor-funded workplace. 
  • Experience in international development and/or a tertiary education environment preferred. 
  • English language competency to work in an English-speaking workplace. 
  • Good written and oral communication skills. 
  • Computer literate with the ability to use Microsoft Word and Excel, experience with Microsoft SharePoint preferred. 
  • Ability to communicate and negotiate with others for a range of social and cultural backgrounds.
