BACKGROUND Women's economic empowerment has long been a part of the USAID’s work around the world. The USAID women’s economic empowerment community of practice (CoP) aims to increase women’s economic access, agency, and power. The USAID/GenDev women’s economic empowerment CoP, which has 250+ USAID and external members has virtual learning events; feedback surveys so that discussions and evidence are most useful to members; and a monthly update highlighting technical tools, resources, and events. The CoP is supported by Banyan Global under the Gender Integration and Technical Assistance II (GITA II) task order.  The purpose of the CoP is to gather and generate evidence and address data gaps in line with the five learning questions in the Learning Agenda. The CoP supports its members through learning platforms and other methods, including identifying and elevating evidence and proven solutions to increase women’s economic empowerment and gender equality.  Funded by USAID, Banyan Global facilitates the CoP in addressing the illustrative learning questions by building and disseminating the evidence. The CoP is anticipated to grow and has a tiered membership system. - First Tier: Core group composed of the USAID COR/AOR/Activity Managers and implementers of activities that received direct funding from the USAID Gender Equality and Women’s Empowerment Hub (GenDev).  - Second Tier: USAID-wide group, including technical advisors and activities that attribute (but do not receive direct funding) to USAID’s women’s economic empowerment development results.  - Third Tier: Private sector partners, existing networks and associations, and the wider donor and development community who, as appropriate, may be invited to participate in the CoP for specific learning activities and events, contribute to developing select learning products, and/or share evidence produced.   OBJECTIVES OF LANDSCAPE STUDY The Landscaping Study to be addressed by the CoP is in response to Learning Agenda question two: Women’s Economic Empowerment and Private Sector Engagement: What is needed to incentivize companies to increase women’s participation in corporate leadership, operations, and supply chains? The objective for this landscaping study is to identify and assess existing interventions and available evidence that addresses learning question number two to: - Identify proven solutions to incentivize companies to increase women’s participation in corporate leadership, operations, and supply chains (target audience Tiers 1, 2, 3). - Provide actionable findings and recommendations to strengthen the results of activities to increase women’s economic access, agency, and power (target audience Tiers 1, 2, 3).  - Identify key gaps in evidence that should be addressed by USAID and other CoP members to incentivize companies to increase women’s participation in corporate leadership, operations, and supply chains to accelerate women’s economic empowerment and gender equality (target audience Tiers 1, 2, 3).    PURPOSE OF LANDSCAPE STUDY The consultant will address Learning Agenda question two:  What is needed to incentivize companies to increase women’s participation in corporate leadership, operations, and supply chains? METHODOLOGY The Landscape Study will use a mixed methods approach to gathering qualitative and quantitative data to answer Learning Agenda question two. The Landscaping Study will comprise: A Literature Review Report, including a comprehensive methodology and analysis of pertinent literature. The purpose of the literature review will be to identify a) actionable findings and recommendations to strengthen the results of activities to increase women’s economic access, agency, and power; and b) identify key gaps in evidence that should be addressed by USAID and other CoP members to accelerate women’s economic empowerment and gender equality. Relevant materials might include, but are not limited to: - Review of international, regional, and national reports. - Review of reports, impact and performance evaluations, and handbooks from a broad cross section of donors, multinational agencies (World Bank, IFC, UN Women, UNCTAD, ITC, WTO, AfDB, ADB, UKAID, etc.), women’s organizations, and private sector entities. - Review of feminist and feminist economics literature, sociological research, and psychological studies. - Review of research from universities and research institutions Remote interviews with selected key stakeholders and implementing partners, who are working with government, private sector entities, civil society organizations, and communities, in women’s economic empowerment and legal and social norms change.   NOTE: Any component involving meetings with several individuals or requiring the meetings to be held onsite may either be conducted virtually or postponed due to COVID-19 agency policy and guidance requirements.   DELIVERABLES/TASKS REQUIRED The consultant must provide the following deliverables: - Remote Kick-off Meeting: Conference call with Banyan Global staff to receive additional context for the CoP and the learning agenda and to discuss the desk review, methodology, timeline, and potential technical overlap in the sub-points. - Regular Management and Technical Calls - Key Stakeholders List and Draft Interview Guide - Literature Review Report: The consultant shall submit a comprehensive literature review of secondary data sources Banyan Global will provide a report template for the report. - Interviews and interview notes - Draft Landscape Study Report: The draft Landscape Study report must include information and data that address the objectives listed above for the specific learning question sub-point and include an overview of proven and evidence-based existing approaches and evidence gaps as it relates to the learning question. Banyan Global will provide a template for the bibliography and the Landscape Study Report. - Final Landscape Study Report: The final Landscape Study Report will incorporate written feedback from both Banyan Global and USAID/GenDev Hub. - PowerPoint Presentation: The consultant will develop a slide deck and present key proven and evidence-based existing approaches and evidence gaps at a validation workshop with USAID. - Communications Product: In consultation with Banyan Global and USAID, the consultant will develop an easily digestible, engaging communications product to distribute to the CoP. The project may take the form of a podcast interview, participation in a virtual learning event, a written product, like a technical brief, or technical inputs for an infographic. The findings of the Literature Review report must be reflected in the Landscape Study report. The Landscape Study must not exceed 50 pages, excluding cover page, table of contents, and annexes/attachments. The report must be written in English and is anticipated to include the following sections: - Executive Summary: Synthesizes the evidence, key evidence gaps, and recommendations. Does not include new information not available in the report. This Executive Summary should be created in a way so that it may be pulled out as a stand-alone document for distribution to the Community of Practice - Background and Context: Describes the context in which the landscaping study is taking place - Purpose; Clearly specifies the purpose of the Landscape Study - The Evidence: This section provides proven and evidence-based existing approaches that governments, private sector entities, civil society organizations, and societies use to strengthen the results of activities to increase women’s economic access, agency, and power for the sub- point. The text must be clearly supported by multiple evidence sources referenced in the text, increasing its credibility. To the extent possible, evidence should be presented by using graphs and tables, and any other form that facilitates the readers’ understanding of the text. It may be useful to present evidence by type of intervention, sector or by actor. - Key Gaps in Evidence: This section will also identify key gaps in proven and evidence-based existing approaches that governments, private sector entities, civil society organizations, and societies use related to the Learning Agenda question in accelerating women’s economic empowerment. - Recommendations: Recommendations must be concise, specific, practical, and relevant to USAID and members of the Community of Practice - Key Resources: List key resources that Community of Practice members can reference to integrate the evidence related to the subpoint into their current or future activities. - Appendices must include: - SOW of the analysis - Detailed Methodology, including a description of the design and methods used and instruments used for the study. This allows the reader to estimate the degree of credibility and objectivity in the data gathered and, in the analyses performed. In case of primary data collection, instruments and sampling criteria must be explained. - Resources/Bibliography/Reference list - sources used for statistical and desk review analysis (primary and secondary) - Interview guides - List of key stakeholders consulted
